Abstract

Mengkaji suatu kebijakan yang ditetapkan oleh Pemerintah adalah hak masyarakat, terutama masyarakat ilmiah yang bertujuan untuk mengetahui sejauh mana ketetapan Pemerintah yang berperan sebagai Public Service dapat benar¬benar mempunyai benefit (manfaat) bagi masyarakat itu sendiri. Pemerintah adalah sebuah organisasi yang non profit oriented, maka biaya-biaya yang dikeluarkan dari APBN harus dapat memberikan kontraprestasi walaupun tidak langsung yang manfaatnya dapat benar-benar dirasakan oleh masyarakat. Oleh karena itu penulis meneliti sejauh mana efektifitas Rencana Induk Pembangunan Nasional (RIP Nas) Pemberdayaan Perempuan dibandingkan dengan teori-teori dalam strategic manajemen, melalui pendekatan Analysis SWOT.
