Dari Instruksi Ke Dialog: Analisis Keterlibatan Masyarakat Dalam Wacana Kebijakan Pertanian Di Ruang Digital

Klaim bahwa transformasi digital mendorong komunikasi kebijakan yang lebih partisipatif diuji melalui
studi kasus di Provinsi Sulawesi Tenggara. Penelitian metode campuran ini mengintegrasikan Analisis
Wacana Kritis terhadap wacana resmi pemerintah dengan analisis sentimen dan tematik terhadap 2.845
respons publik di platform digital. Hasilnya menunjukkan bahwa meskipun keterlibatan publik tinggi, pola
interaksi yang terbentuk tidak menghasilkan dialog kebijakan yang substantif. Wacana resmi didominasi
framing teknokratis, populis, dan kedaulatan pangan, sementara respons publik terpilah dalam kritik
implementasi, apresiasi, saran, dan skeptisisme. Temuan kunci mengungkap kesenjangan antara
engagement yang tinggi dan pengaruh kebijakan yang rendah, di mana ruang digital lebih berfungsi sebagai
sarana legitimasi dan penguatan komunikasi satu arah. Penelitian ini memperkenalkan konsep ‘absorpsi
selektif’ sebagai mekanisme yang menjelaskan mengapa masukan publik teknis-operasional lebih mudah
diserap, sementara kritik struktural diabaikan. Absorpsi selektif adalah mekanisme penyaringan masukan
publik yang memprioritaskan umpan balik teknis-operasional yang selaras dengan narasi pembangunan
pemerintah, dan mengabaikan kritik struktural yang berpotensi mengganggu hierarki dan paradigma
kebijakan yang berlaku. Kontribusi studi terletak pada wacana tata kelola digital dengan menyoroti
dinamika partisipasi di Indonesia Timur.
