This study to analyze the implementation of the Patimban Port development policy, particularly the first phase in Subang Regency, West Java, as one of the National Strategic Projects (NSPs) in the maritime sector. The research method employed is qualitative descriptive with data collected through interviews, observations, and documentation. Data analysis utilized Miles, Huberman and Saldana (2014) model consisting of data reduction, data display, and conclusion drawing. The findings reveal that the implementation of the Patimban Port development policy is influenced by communication, resources, implementer disposition, and bureaucratic structure (Edwards III, 1980). Challenges identified include inadequate supporting infrastructure, limited resources, and the port’s considerable distance from the city center. Nevertheless, the first phase of development successfully established a car terminal and a container terminal with a capacity of up to 1.9 million TEUs, generating positive impacts on regional connectivity, investment, and employment opportunities. This study contributes to the development of policy implementation theory, particularly in the context of maritime infrastructure in Indonesia, and offers strategic recommendations for the government in managing port development policies.
