This study aims to formulate development strategies for Urban farming programs implemented by the Food Security and Agriculture Service (DKPP) of Surabaya City by identifying internal and external factors and selecting strategic priorities based on SWOT and QSPM analysis. The research employed a descriptive quantitative approach with data collected through questionnaires, observations, documentation, and interviews involving 12 respondents consisting of urban farmer groups and DKPP staff. The results indicate that DKPP possesses strong internal capacities, such as competent human resources and effective training, as well as external opportunities including government support and potential institutional partnerships. The IFAS and EFAS matrices place DKPP in Quadrant I (growth strategy), suggesting the implementation of aggressive strategies to sustainably develop Urban farming. The QSPM analysis identified SO1 as the top-priority strategy: expanding collaboration with educational institutions and communities based on training and DKPP’s human resource competencies, with the highest Total Attractiveness Score (TAS) of 2.68. This strategy is considered the most appropriate to strengthen local food security and position Urban farming as an adaptive solution to the challenges of urbanization in Surabaya.
