Penelitian ini bertujuan untuk menganalisis strategi pengembangan usaha UD. Pia Manalagi di Kota Probolinggo dengan menggunakan analisis SWOT dan matriks QSPM. UD. Pia Manalagi merupakan salah satu pelaku usaha mikro di bidang kuliner yang memproduksi berbagai jenis pia dan telah beroperasi sejak tahun 2004. Permasalahan yang dihadapi perusahaan meliputi fluktuasi penjualan, keterbatasan inovasi produk, serta tantangan dalam menghadapi persaingan industri kuliner lokal. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dokumentasi, dan kuesioner kepada 18 responden yang terdiri atas pihak internal dan eksternal perusahaan. Analisis data dilakukan dengan tahapan formulasi strategi: tahap input (matriks IFE dan EFE), tahap pencocokan (matriks SWOT dan IE), serta tahap keputusan (matriks QSPM). Hasil penelitian menunjukkan bahwa faktor kekuatan utama UD. Pia Manalagi adalah kualitas produk yang terjaga dan loyalitas pelanggan, sedangkan kelemahannya adalah kurangnya inovasi dan promosi digital. Peluang utama adalah tren peningkatan konsumsi produk lokal oleh wisatawan, sementara ancaman terbesar berasal dari persaingan harga dan produk sejenis. Berdasarkan hasil analisis QSPM, strategi prioritas yang direkomendasikan adalah memperluas jaringan pemasaran melalui platform digital dan peningkatan inovasi produk berbasis permintaan pasar.

This study aims to analyze the business development strategy of UD. Pia Manalagi in Probolinggo City using SWOT analysis and QSPM matrix. UD. Pia Manalagi is a micro-enterprise in the culinary sector that produces various types of pia and has been operating since 2004. Problems faced by the company include sales fluctuations, limited product innovation, and challenges in facing competition in the local culinary industry. This study uses a qualitative descriptive approach with data collection through interviews, observations, documentation, and questionnaires to 18 respondents consisting of internal and external parties of the company. Data analysis was carried out with the stages of strategy formulation: the input stage (IFE and EFE matrices), the matching stage (SWOT and IE matrices), and the decision stage (QSPM matrix). The results of the study indicate that the main strengths of UD. Pia Manalagi are maintained product quality and customer loyalty, while its weaknesses are the lack of innovation and digital promotion. The main opportunity is the increasing trend of local product consumption by tourists, while the biggest threat comes from price competition and similar products. Based on the results of the QSPM analysis, the recommended priority strategy is to expand the marketing network through digital platforms and increase product innovation based on market demand.
